Inside city limits, the city issues the permit to build, enlarge or move any primary or accessory structure, including a barndominium. Plans go through the Development Center's plan review before the permit is released, and inspections follow the checklist issued with it. Residential building contractors must also register with the city to work within its limits. Land outside the city limits falls under whichever county or town it sits in.

Residential code adopted
As published in the city code (Municode version of 14 July 2026), the Oklahoma City Residential Building Code adopts the International Residential Code, 2018 Edition, as amended by the City Council: Ord. No. 27534, adopted 27 February 2024, effective 1 March 2024. That is the city's own adoption; the IRC electrical chapters are listed as not adopted.

Rural zoning districts
The zoning code's AA Agricultural District is meant primarily for agriculture but permits low-intensity residential development. The RA2 district provides rural single-family lots at 0.35 to 0.45 dwelling units per acre, and the RA district at 0.70 to 1.00 per acre (Section 59-6100).

Sewer connection
Owners of lots abutting a street or alley where a city sanitary sewer lateral is laid must connect within 30 days of the lateral's completion. An existing septic system that was inspected and approved may be excepted only while it keeps meeting the law (Section 47-151).

Storm shelters
A building permit is required to install an above-ground or below-ground storm shelter in the city. Once the shelter is installed and inspected it can be registered with the city, or registration can be requested in the remarks on the building permit application.

Building on land near Oklahoma City

Acreage inside the city limits is not all alike. A parcel in the agricultural district reads differently at the zoning counter from a one-acre or two-acre rural residential lot, and a tract fronting a street with a sanitary sewer lateral is expected to connect rather than rely on a new septic field. Before an offer, pull the zoning map for the parcel, ask whether a sewer lateral runs along the frontage, and look at how water leaves the site, because a slab on a low corner is an expensive lesson. Many buyers also plan a shelter into the slab or garage from day one, and that shelter carries its own permit and inspection here.

Can I add a storm shelter to a barndominium here?
Many owners do, either below the slab, in the garage floor or as an above-ground safe room. In Oklahoma City the shelter needs its own building permit and inspection, and it can then be registered with the city.
