Muskogee County Board of County Commissioners

Resolution 2025-12, passed 24 November 2025, says that on land outside a municipality recognized to enforce codes, a building permit shall be obtained from the Board of County Commissioners before constructing a building regulated by the state-adopted codes. Its fee schedule is written mostly around commercial and fire-protection permits, so we confirm residential handling with the commissioners' office. Cities and towns that enforce their own codes issue their own permits.

Resolution No. 2025-12 of the Muskogee Board of County Commissioners (24 November 2025) states that the board has assumed jurisdiction from the State Fire Marshal's Office to enforce the building standards adopted by the Oklahoma Uniform Building Code Commission, and requires an application and permit before constructing, enlarging, altering or moving a building those codes regulate.

In August 2019, after spring flooding damaged nearly 900 structures in the county, the commissioners dissolved the volunteer floodplain board and gave approval of floodplain permit requests to the emergency management director, who is also the floodplain administrator (KJRH, 6 August 2019).
