Pittsburg County Floodplain Administrator (floodplain development permits for unincorporated land)
On unincorporated land, the county's published development permit is the floodplain development permit from its Floodplain Administrator, alongside road and pipeline crossing permits; the county does not publish a residential building permit. McAlester and the county's towns permit inside their own limits, and McAlester also requires its permits for a home outside the city that ties into city utilities.

- The Pittsburg County Floodplain Administrator runs the county's floodplain management program, including permitting and regulating development of anything structural or non-structural that would affect flooding characteristics or flood damages. Permits are filed with the Board of County Commissioners office in McAlester.
- Floodplain permit requirements
- The county's Floodplain Development Permit form (rev. July 2017) asks for the flood zone, flood map effective date and base flood elevation, and where the site is in a special flood hazard area it requires a certified elevation of the lowest floor, including any basement, and of the lowest adjacent grade.
- Storm shelter registration
- Pittsburg County Emergency Management runs a free, voluntary Severe Weather Shelter Registration Program for residents who own a personal shelter, recording its location and type so rescue crews can find it if debris blocks the exit.
- Septic installers
- Per DEQ, a new on-site sewage system needs a DEQ Authorization to Construct before installation, and since 1 November 2025 anyone not certified through DEQ may install only one on-site sewage system per calendar year.
