Residential code adopted: Section 18-58 adopts the International Building, Residential and Existing Building Codes, 2018 edition, as amended for Oklahoma, and states that later editions adopted at state level are automatically adopted by the city. Last amended by Ord. No. 2807 on 14 May 2024 (Municode version of 26 June 2026).
Outside the limits on city utilities: Anyone who builds a dwelling or other building outside the city limits and connects it to city utilities must first obtain a building permit, a plumbing permit and an electrical permit from the city and comply with them (Section 18-1).
Plans and plot plan: A building permit application must include dimensioned plans clear enough to show the work conforms to code, and a plot plan drawn to scale showing the exact lot size and where the proposed and existing buildings sit on it (Section 18-60).
Contractors on city jobs: The Building Division page states that all contractors, journeymen and apprentices must be licensed or registered by the State of Oklahoma and must also be licensed with the City of McAlester before working inside the city.
