Pottawatomie County (floodplain development permits for unincorporated land)
For land outside city and town limits, the county government publishes a floodplain management program with its own ordinance, permit application, elevation certificate and permit review checklist; it does not publish a residential building permit. Shawnee, Tecumseh and the other towns each run their own permits inside their limits. A new septic system needs DEQ authorization wherever the house sits.

- County floodplain program
- The county's Emergency Management page carries its Floodplain Management documents: the floodplain ordinance, a permit application, an elevation certificate, a no-rise certificate and a permit review checklist. A house pad in a mapped flood hazard area goes through that county process before construction.
- Separate flood programs
- The Oklahoma Water Resources Board's floodplain administrator list (updated April 2022) shows unincorporated Pottawatomie County as its own National Flood Insurance Program community (CID 400496), separate from the City of Shawnee (400178) and the Town of Bethel Acres (400346).
- Deed affidavit when buying land
- Since 1 November 2023, every deed presented to the County Clerk for recording must carry, as an exhibit, the Attorney General's affidavit of land or mineral ownership, in the version for an individual, an exempt business or trust, or a non-exempt business or trust.
- Septic on rural tracts
- DEQ's on-site sewage page sets three steps: a report built from a soil profile test (at least three pits in the dispersal area) that fixes which system types the tract allows, a DEQ Authorization to Construct, and a final inspection by DEQ or a self-inspection by a DEQ-certified installer.
