No county building permit published; Carter County Floodplain Administration issues floodplain permits
Carter County publishes floodplain permits for development in identified flood hazard areas and right-of-way permits for utility lines crossing county roads, and neither is a residential building permit. Its floodplain rules, adopted by the county commissioners in 2011, set the lowest-floor elevation for any house built in a flood hazard area. Septic systems are authorized by DEQ. Ardmore and the other towns in the county run their own building permits.

- County floodplain ordinance
- Carter County takes part in the National Flood Insurance Program, and the Board of County Commissioners formally adopted its floodplain ordinances on 25 July 2011. Completed floodplain permit applications go to Carter County Floodplain Administration.
- Floor elevation in flood hazard areas
- The county's floodplain permit instructions (revision 3.1, 1 June 2026) require the lowest floor of a residential structure, basement included, to sit at least one foot above the base flood elevation, water and sewer connections to have automatic backflow devices, and a licensed professional's certification that the elevation was met.
- Utility crossings of county roads
- Before a pipeline or utility line crosses underground on any county right-of-way, a permit must be obtained on the county's standard form; each road crossing needs its own permit, and the Board of Carter County Commissioners reviews them. The form lists residential and agricultural water and electric lines.
- Safe room guidance
- Carter County Emergency Management keeps a list of safe room manufacturers and installers, says it is not an endorsement, and tells owners to make sure a shelter is built and installed to meet or exceed FEMA and ICC 500 guidelines.
- Who may install a septic system
- DEQ states that since 1 November 2025, anyone not certified through DEQ may install only one on-site sewage system per calendar year; a DEQ-certified installer is the usual route.

Building on land near Carter County
Rural Carter County land often comes with creeks, draws and lake-adjacent low ground, so the first document to pull is the flood map. A slab inside a mapped flood hazard area has to be raised at least a foot over the base flood elevation, which changes fill, steps and the look of the house. If rural water or power has to cross a county road to reach the site, add a crossing permit and a commissioners' review to the schedule. Oil and gas activity is common enough that easements deserve a close read before closing.
