The county states that it does not issue or administer building permits, fire safety permits or certificates of occupancy, and it has no county zoning. It points owners to state agencies such as the Construction Industries Board instead. What it does require is a floodplain discovery before construction, and a floodplain development permit where the site is in a special flood hazard area. Lawton and the towns inside the county run their own permits.
