No county building permit (Custer County Board of County Commissioners, Arapaho)
In a letter posted on the county website, the Custer County Commissioners certify that the county has no zoning or fire safety and health regulations beyond state statutes and city ordinances, and that no building permits are required in unincorporated areas. A permit is still required for encroachments on county rights-of-way, and development permits apply in special flood hazard areas. Weatherford and the other towns run their own permits.

- The Custer County Commissioners' letter on zoning regulations states that the county does not have any zoning or fire safety and health regulations, except those governed by state statutes or city ordinances, and that there are no building permits required in unincorporated areas of Custer County (letter posted on the county site, read 26 September 2026).
- Floodplain development permits
- The same letter says development permits are required when a project is located within a special flood hazard area, with the information held at the Custer County Commissioner's Office in the Courthouse at Arapaho. - Driveways and culverts
- The county's approved-permits register lists permit types including driveway entrance, culvert, service road entrance and floodplain crossing permits, so a new drive or culvert onto a county road goes through the commissioners.
- Septic authorization
- Every new on-site sewage system needs an Authorization to Construct from the Oklahoma Department of Environmental Quality, and the finished system must be inspected and approved by DEQ, or self-inspected by a certified installer, before it goes into use.
- Inside Weatherford
- Within Weatherford's city limits the rules change: the city's Inspection Department issues building, electrical, mechanical and plumbing permits and inspects all phases of construction, under the 2015 International Residential Code as the city publishes its adoption.
