Codes the city works under: The city's Permits & Inspections page, read 26 September 2026, states that the City of Elk City operates under 2018 ICC codes and the 2020 NEC. Its code of ordinances (Section 4-1, 2021 compilation) adopts the International Residential Code for detached one- and two-family dwellings and their accessory structures within the corporate limits.
Flood development permit: Elk City's flood damage prevention ordinance applies to all areas of special flood hazard within the city and requires a Development Permit to ensure conformance with it (Sections 4-29 and 4-31). The City Manager is appointed the Floodplain Administrator (Section 4-36).

Do I need a building permit for a barndominium in Elk City?

Inside the city limits, yes. The Permits and Inspections department issues the building permit and separate electrical, mechanical and plumbing permits for the licensed trade contractors, and inspects the job at stages. A lot in a special flood hazard area also needs a development permit under the city's flood ordinance. If the property is outside the limits in Beckham County, the city permit does not apply; plan instead for county road permits and DEQ septic approval.
