City of Enid Community Development, Code Administration
Inside Enid's limits a new house needs a building permit from Code Administration. The single- and two-family checklist asks for an Application for Construction, a plot plan with property pins staked, two sets of plans, driveway and water meter locations, and the building, plumbing, electrical and mechanical contractors' names. Land outside the limits falls under Garfield County, not the city.

- Residential code adopted
- Section 9-2-1 of the Enid Code of Ordinances (amended by Ord. 2024-08, passed 16 July 2024; American Legal 2026 S-4 supplement) adopts the International Residential Code as adopted and amended by the state's Uniform Building Code Commission, excluding appendix chapters; each new state edition takes effect in Enid 30 days after the City Code Official publishes newspaper notice.
- Agricultural district
- Enid's A Agricultural (General) District applies only to tracts of five acres or more under one ownership, mainly agricultural land annexed for planning purposes; a single-family dwelling, livestock raising and farm buildings are permitted uses (Sections 11-5-1 and 11-5-2).
- House permit checklist
- The city's checklist for a single- or two-family dwelling requires a plot plan showing distances to all property lines, with pins located and staked for new construction, plus plans covering footing, floor and frame. Code Administration aims for a 3 to 5 business day review of a complete submittal.
- Owner-builder bond
- The same checklist requires a surety bond with the permit application, but homeowners doing their own work are exempt from the bond; sidewalks may be required under an ordinance effective March 2016.
- Floodplain permits
- Enid's 1991 Flood Damage Prevention Ordinance requires local permits for all development in the floodplain, and building in an identified special flood hazard area needs a Floodplain Encroachment Permit. The city names five main drainage basins: West Boggy, Boggy and North Boggy Creeks, Phillips Tributary and Skeleton Creek.
