On unincorporated land the county commissioners list three kinds of permit: floodplain development, driveway entrance and road crossing. None of them is a residential building permit. The floodplain permit applies where the tract falls in a mapped special flood hazard area. Enid and the smaller towns issue their own permits inside their limits, so the exact location of the parcel decides which office you deal with.

Floodplain regulations
The Garfield County commissioners enacted the county's Flood Damage Prevention regulations effective 7 June 2019, adopting FEMA's Flood Insurance Study and Flood Insurance Rate Maps for the county dated the same day. A Floodplain Development Permit is required for development in the mapped special flood hazard areas under county jurisdiction.

Floodplain administrator and floor elevation
The regulations appoint the Garfield County Highway Superintendent as Floodplain Administrator. New homes in a special flood hazard area must have the lowest floor, including any basement, one foot above the base flood elevation, with a professional elevation certification filed with the administrator.

Driveway entrance and culvert
A new driveway onto the county highway system needs an application to the Board of County Commissioners (form revised 16 May 2023). Every entrance onto county right-of-way must use a drainage culvert; for agricultural or residential entrances the county provides up to one 30-foot culvert per property, with type and size set by the commissioner.
