Payne County Floodplain Administrator (Board of County Commissioners' office)
On unincorporated land the county permit tied to building a residence is its floodplain development permit: the application covers constructing a residence, and the Floodplain Administrator determines whether the site is in a special flood hazard area. The county's Permits page otherwise lists road crossing and driveway access permits, not a separate building-code permit. Stillwater, Cushing and other towns issue their own permits inside their limits.

- Floodplain development permit
- The county's floodplain information sheet says that under the Payne County Floodplain Management Regulations a permit is required before building structures such as houses, barns or commercial buildings, and for filling, grading or reshaping land; normal farming practices, terraces and farm ponds are excluded.
- Floodplain application
- Payne County Form FP-4 (revised 11 August 2016), the permit application for proposed development in unincorporated areas, asks for the location by GPS, address or section-township-range and lists 'construct residence' among the requests; the administrator marks whether the site is in a FIRM special flood hazard area.
- Driveway access permit
- Resolution 2024-326, signed 16 December 2024, requires a permit to build a drive onto a Payne County road, with the culvert size set by the county district. Installing an access drive without a permit can bring an administrative penalty plus the cost of any damage.

- The county's information panel lists Stillwater as county seat, 697 square miles, 328,925 acres of land in farms across 1,115 farms, and 1,275 miles of county roads.

- The Oklahoma Uniform Building Code Commission's FAQ says that in unincorporated areas the Construction Industries Board enforces the electrical, mechanical, plumbing and fuel gas minimum codes.
