City of Stillwater Development Services, Building and Fire Code Services
Inside the city limits a new house needs a building permit: the application goes to Development Services at the Municipal Building, using the city's residential new construction permit packet, and Building and Fire Code Services handles plan review and inspections. A final inspection and a certificate of occupancy close the permit. Land outside the limits is Payne County's, not the city's.

- Residential code adopted
- The city's Adopted Construction Standards sheet (revised 17 September 2024) lists the 2018 International Residential Code, amended, adopted 8 January 2024 by Ord. No. 3529, alongside the 2020 National Electrical Code. That is Stillwater's own adoption.
- Local design criteria
- The same sheet sets Stillwater's climatic and geographic design criteria: ground snow load 10 psf, wind speed 115 mph (3-second gust, Exposure B), seismic design category B, frost line depth 18 inches, termite hazard moderate to heavy, and flood hazards per FIRM 405380.
- Agriculture district
- In the A Agriculture District (Section 23-170, Land Development Code, Municode version of 7 July 2026) the minimum lot is five acres, at least 200 feet wide and 300 feet deep, with 50-foot front and rear and 30-foot side setbacks; a conventional single-family home is permitted as accessory to the principal agricultural use.
- Floodplain rules
- Chapter 23, Article XVIII of the Land Development Code regulates development within the floodplain, and the city takes part in the National Flood Insurance Program and the Community Rating System; an Earth Change Grading Floodplain Development Permit is listed among its permit forms.
- Septic on the permit packet
- The residential new construction permit application asks whether sewer service is public or septic, and for a septic system requires a copy of the perc test or the DEQ permit to install; storm shelter is one of the project types on the same form.
- Electric service outside the limits
- Stillwater Electric Utility also serves some addresses outside the city limits; for those, the city's outside-city-limits electrical permit application (effective 4 April 2023) asks for a dimensioned site plan with the meter location and notes that a service over 150 feet needs a primary extension to a pad-mounted transformer.

Stillwater parcels split into three kinds. Lots inside the older city grid usually have sewer at the street. Agriculture-zoned land inside the limits carries a five-acre minimum and treats the house as accessory to farming, which suits a working place more than a lot split. Tracts past the limits belong to the county. Creeks cut through town and the countryside, so check the flood map panel before buying low ground, and on rural sites ask early who supplies power and how far the service line will run.
