Creek County covers the rolling, wooded country southwest of Tulsa around the county seat at Sapulpa, and plenty of its acreage is bought with a barndominium in mind. The rules on unincorporated land here are unusual for the metro: the county regulates land use through zoning and subdivision regulations and requires a floodplain permit for development in the regulatory floodplain, but its planning FAQ said it was not issuing residential building permits or doing inspections. That puts more weight on the plans and the builder. Creek County's planning FAQ (captured 30 April 2025) says that at the present time the county is not issuing building permits or doing inspections for unincorporated Creek County. Zoning, subdivision, lot-split and floodplain development rules still apply through the Planning and Zoning Department. Sapulpa and the county's other towns handle permits inside their own limits, so confirm the parcel's jurisdiction first.

Floodplain development permit
Following National Flood Insurance Program requirements, Creek County regulates all development in the 100-year (1% chance) regulatory floodplain, including buildings, filling, grading and paving, and every such development in unincorporated Creek County must receive a Floodplain Development Permit.

The county regulates land use through the Creek County Zoning Regulations and land division through the Creek County Subdivision Regulations. A lot-split, the simplest division, can create two tracts from the original; the Planning and Zoning Department processes lot-splits, rezonings, variances, special exceptions, site plans and plats.

Inside Sapulpa's limits, the city's Building Inspection Department issues building and trade permits after application and review, and a Building Inspector's notice lists the 2024 International Residential Code as effective in the city from 21 September 2026.
