City of Broken Arrow Community Development, Permitting and Licensing Division
The Permitting and Licensing Division at City Hall accepts residential building permit applications and tracks the departmental reviews each one needs; the city states that permits are required for any type of structure built within its limits. Zoning cases, planning and site development submittals and contractor licences run through the same online self-service portal. Land outside the city limits falls under the county or town it sits in.

- Residential code adopted
- Section 6-36 of the city code adopts the 2018 International Residential Code as adopted and amended by the Oklahoma Uniform Building Code Commission, together with a long list of its appendices and city amendments in Section 6-37 (Ord. No. 3746, 20 September 2022; Municode version of 26 May 2026). That is the city's own adoption.
- Local design criteria
- Broken Arrow's amendment to Table R301.2(1) sets a ground snow load of 10 pounds per square foot, a wind design speed of 115, seismic design category B and a frost line depth of eighteen inches, with termite damage rated moderate to heavy (Section 6-37(g)).
- AG district minimums
- Under the zoning ordinance adopted as Ord. No. 3877 on 20 May 2025 and effective 1 July 2025, the AG district requires a 5-acre minimum lot with 330 feet of frontage, a 50-foot front setback and side setbacks of 25 feet on one side and 60 feet combined (Table 3-1-1-1).
- Annexed land and the floodplain district
- The same ordinance zones vacant land annexed into the city as AG, and classifies any part of it designated as 100-year floodplain as FD, Floodplain District. Former A-1 agricultural zoning was consolidated into AG, and A- prefixes such as A-RE were dropped from the zoning map.
- Floodplain development permit
- The city's stormwater permits page lists a Floodplain Development Permit, returned to the Department of Community Development or filed through the citizen self-service portal. Building on land near Broken Arrow
Much of the open land left in Broken Arrow is zoned AG, and under the 2025 ordinance that means five acres and 330 feet of frontage before a house can go up, so a narrower or smaller tract may need a rezoning case at the Planning Commission and City Council first. Newly annexed ground starts in AG as well, with its 100-year floodplain carved out as a separate FD district, so pull both the zoning map and the flood map before making an offer. Ask whether city water and sewer reach the site. Where there is no sewer, a septic system needs a DEQ soil test and an authorization to construct before the slab plan is final.
