The Planning Commission's FAQ states that building permits are required in all areas of Rogers County for residential and commercial permanent structures. Its Building Safety & Inspection Services department handles plan review, permits and structural, electrical, plumbing and mechanical inspections. Land inside Claremore's corporate limits goes through the city's own Community Development Services, and other incorporated towns run their own permit desks.

Pole barn homes in the building code
The City of Claremore-Rogers County building codes appendix (Appendix G of the metropolitan zoning ordinance, dated 2 January 2016) adopts the International Residential Code as modified at state level and adds that pole barn type construction used, or to be used, as habitable space must meet all requirements of the adopted code.

Floodplain share and permits
The county says about 15% of its land lies in the floodplain. The Planning Commission Office maintains the floodplain maps, administers the floodplain regulations and reviews applications to build or remodel in the floodplain, using a Floodplain Development Application.

One dwelling per lot
The Planning Commission FAQ quotes Section 208 of the metropolitan zoning ordinance: no more than one single-family dwelling or manufactured home per lot outside an approved PUD or RT district. Accessory living quarters inside an accessory building may have no kitchen facilities and may not be rented as a separate dwelling.

The county's inspection sheet lists footing, rough plumbing, slab and an all-trades inspection for a new home, with a separate list for pole barns and detached garages starting at footing/piers. Slabs must be backfilled with concrete screening (a minimum of 2 inches for a new home); fill dirt is not accepted as a slab base.

The county's own floodplain office points out that every creek and lake has a floodplain whether it is mapped or not, so a tract with a low corner needs a floodplain check before anything else. The zoning ordinance allows one dwelling per lot, which matters if the plan is a shop now and a second house later. The county also assigns 911 addresses through its Addressing office, and the address has to be posted on the site during construction. Budget for erosion control and a trash container on site, because inspections wait until both are in place.
