Sapulpa sits on the southwest edge of the Tulsa metro as the Creek County seat, and it has already switched to the new residential code edition. A notice from the city's Building Inspection Department lists the 2024 International Residential Code, with the State's amendments, as effective in Sapulpa from September 21, 2026, so a barndominium permitted here now is reviewed against that edition. Sapulpa requires building, sign and trade permits issued by its Building Inspection Department after application and review; property owners or general contractors may apply at the City Hall Annex or online. Electrical, mechanical and plumbing permits are separate and requested by trade contractors holding a current state licence and a city registration. Outside the city limits, Creek County's rules apply instead.

Residential code adopted
A Building Inspector's notice under Section 5-102 of the city code lists the International Residential Code, 2024 Edition, with all appendices and amendments adopted by the State, as effective in Sapulpa on 21 September 2026, alongside the 2024 IBC and the 2023 National Electrical Code, as the minimum codes for all construction in the city.

Certificates of occupancy for residential permits are issued at the final inspection once trade, zoning and project-specific requirements are met, and the city says occupying a building before a required certificate is issued violates city ordinance.

Creek County's planning FAQ (Internet Archive capture of 30 April 2025) answered the building-permit question: at the present time the county was not issuing building permits or doing inspections in unincorporated Creek County, while development in the 100-year floodplain there needs a county Floodplain Development Permit.

Inside the city, plans go through building inspection, floodplain review and, on disturbed ground, an earth change and erosion control permit. Just outside, Creek County zoning and floodplain rules still apply, but its FAQ said the county was not issuing building permits, so the inspection standard rests on your contract.
